Perhaps something to consider, perhaps dithering the control signal might help. With cold oil you might be faced with some hysteresis. Hmmm, it would appear that this type of rail to rail op-amp can't go to the rails. I see Vicr should limit the top end to between 4 and 4.2. So we are really lucky that it's going to 3.39v.
