Is there a free compiler for this?

Is there an OS with HAL for this processor?

Who makes the chip? Are they going to support this in 5 years? Do they have a history of keeping a low price long term, or could this go away or change price significantly in the near future.

this chip is not real time system . nobody can guarantee it will work with efi because dynamic ram is not good thing for real time (delays are not predicted) .

you can use arm gcc compiler for this chip .
it's possible to porting chibios for this chip.
