Yes looks like leaky ultra capacitor. I thought ultra caps were supposed to last for ever as long as they didn't get smashed. Do you see any evidence of a dent or some kind of mechanical failure which lead to this failure? I'm guessing another chip failed, which then put on excessive voltage, when then resulted in internal pressure, and eventually the leak. Either that or the cap had a manufacturing defect.
