Launch control is off, rev limiter set to 7000, but still the ECU cuts RPM at 4500. What other settings affect some kind of RPM limit that I am missing?
Any input will be greatly appreciated.

What custom ECU? Do you have schematics? Who has developed it?
VR or Hall? Even on hall sometimes hardware is the issue see https://github.com/andreika-git/hellen-one/issues/193
On VR what kind of signal conditioning? Do you have your tune at rusefi.com? Do you have your logs at rusEFI online? Did you try latest and greatest SD card trigger logging?
