Another Weird RPM issue

I have a similar issue, when i rev engine smoothly, it stucks at 4k-ish RPMs, like it does launch control with 30rpm swing. RPM gauge peaks or drops randomly etc.
On the other hand when I rev the engine hard (or when RPM passes 4k-ish RPMs, it can goes to RPM limit without any error.
1.tried calculate pull up/down resistor values according to CPS sensor datasheet
2.tried with 4 MRE ECUs with same build, and ECUs with different filtering settings (adding filtering caps and/or resistor or without any pull-up/down resistors or any capacitors (PS: it is going bad without any resistors. don't try))
3.tried different CPS sensor bracket (for case of mechanical problem)
4.tried different CPS sensor distances (from 0.3mm to 1mm)
5.tried different CPS sensors (1 new and 1 used-from a working car)
6.tried changing signal pin to CAM hall input.
7.tried machining the wheel for balance and uneven surfaces
8.tried different firmwares
9.tried to get log but i couldn't make it. obviously im not good at using softwares
Tomorrow I will check raw sensor data with oscilloscope and make a new CPS bracket from aluminium. Maybe iron bracket is magnetizing the sensor?, i want to be sure.
-it is a 4A-F (carburateur) to 4A-FE conversion project and i could not find the original trigger wheel so i used BMW 60-2. Will post tune and logs when i could.
