Cross platform, based on java. The hardest part is you need to try and reverse engineer all the map locations, sizes and scalings. But when you're building your own software you get to know all that ahead of time.
With some scripts to pull stuff out of the build files you could automatically populate the xml.

But you would need to generate an A2L file.
