Bench Test "On Time(ms)"

"On Time(ms)" and "Off Time(ms)" under bench is only adjustable in increments of 5ms. I've verified this with a scope.

For the purpose of using the ECU for testing eg. coil dwell or injector characteristics, it would be convenient to be able to adjust these two variables
in increments of at least 0.1ms.

Just changed things a bit https://github.com/rusefi/rusefi/commit/2ec3f80b0c8e8ed18c8d04a8d5a7071a2a66a125 please test with scope? Just give snapshot 20 minutes to be built.
